Only a small fraction of needy people in Tigray are receiving food aid, according to an aid memo seen by The Associated Press, more than one month after aid agencies resumed deliveries of grain following a lengthy pause over theft. Just 14% of 3.2 million people targeted for food aid by humanitarian agencies in Tigray this month had received it by Jan. 21, according to the memo by the Tigray Food Cluster, a group of aid agencies co-chaired by the U.N.’s World Food Program and Ethiopian officials. Aid agencies are also struggling with a lack of funds. A third aid worker said the food aid pause and the slow resumption meant some people in Tigray have not received food aid for over a year.

VANCOUVER, British Columbia (AP) — A Canadian fishing boat rescued an American man one day after the U.S. Coast Guard ended its search for a missing commercial fishing boat from Washington state with two people board, authorities said. U.S. Coast Guard Petty Officer Steve Strohmaier said the Canada-based Ocean Sunset spotted a covered life raft drifting in open ocean about 75 kilometers (46 miles) off the west coast of Vancouver Island on Thursday. Strohmaier said the Ocean Sunset's crew found the man conscious on the raft, which was from the Evening fishing boat based in Gray's Harbor, Washington. The man was taken to shore by the Canadian Coast Guard and was reported in stable condition. Strohmaier said Coast Guard officials hoped to speak with the survivor soon to determine whether to renew the search.

BALTIMORE (AP) — The Baltimore City Council on Monday confirmed Richard Worley as the city’s new police commissioner, a leadership change that comes amid an ongoing push for reform of the embattled agency that began after Freddie Gray’s 2015 death. Harrison led the New Orleans Police Department through a similar reform process before moving to Baltimore. While Harrison brought an outsider’s perspective to the job, Worley is a Baltimore native and a longtime department veteran. ROME (AP) — “Poor Things,” a film about Victorian-era female empowerment, won the Golden Lion on Saturday at a Venice Film Festival largely deprived of Hollywood glamour because of the writers and actors strikes. Redd Holt, a drummer who in the 1960s, before jazz fusion became a popular term, struck a beat that had both the kick of funk and the delicacy of jazz on a number of surprisingly popular instrumental tunes, died on May 23 in Chicago. The death, at a hospital, was caused by complications of lung cancer, his son Reginald said. Mr. Holt scored his biggest hit as the drummer with the pianist Ramsey Lewis’s trio, whose original lineup also included Eldee Young on bass. The Lewis Trio version superseded Mr. Gray’s, reaching the top of the Billboard R&B chart and No. Their “‘In’ Crowd” won the 1965 Grammy Award for best instrumental jazz performance by a small group or soloist.

In the first scene of director James Gray’s new film “Armageddon Time,” a young boy named Paul delights his classmates by sketching a caricature of their teacher. Later that day Paul tells his grandfather that he wants to be a famous artist, then scurries upstairs to pore over his copy of H.W. Janson’s “A History of Art.”Mr. Gray’s film is largely autobiographical: Like Paul, he dreamed of becoming an artist until filmmaking stole his heart. “Armageddon Time” is set in New York on the eve of the 1980 presidential election, and Mr. Gray, 53, envisaged the film as “a kind of ghost story” because many of the characters are based on family members—parents, grandparents and elderly relatives—who are no longer alive. The plot of the film centers on Paul’s friendship with a Black schoolmate, and Mr. Gray says he wanted “to examine the fault lines of class and race” from a child’s perspective.

Tigray’s negotiation team includes TPLF spokesman Getachew Reda, and General Tsadkan Gebretinsae, who are “ready to be deployed without delay,” the statement added. The Ethiopian government formed a committee in June to negotiate with forces from the Tigray region. The United Nations also welcomed the development and is ready to support the AU-led peace process, U.N. spokesman Stephane Dujarric said in a statement. Military hostilities between Ethiopian government forces and Tigrayan forces resumed last month after a months-long ceasefire.
